You should skip all the peat pellets and starter plugs...just get a cup of soil, poke the seed just barely under the surface, water it very easy and gently so the seed doesnt wash out, cover the cup loosely with plastic wrap or something and just wait...keep in a warm windowsill or under a light

You might be planting them too deep or your mix isnt loamy enough...only time I ever had issues was when I planted too deep and the soil was too thick with earthworm castings
