Gelato is a fast developer once the roots hit a hydro slurry. A smaller light, 250W close up, will help them develop quickly. Shift to a stronger light source after they get about 4 nodes and raise it to get them to stretch. Gelato likes to shoot side stems out and grows quickly.

Your CFL's can be used to offer in some red spectrum light, but they do not offer too much in the way of penetration so it would likely not net you much for the kilowatts used to power it. Also, you will want to avoid anything shading your 400w light. You should be able to get a 400w MH bulb...
