Could be spider mites....that would be my first guess. Have you looked under the leaves with a magnifying glass? I'm not an expert, but that is where I would start..and if it is mites you had better get it under control NOW as opposed to later.

you won't grow good bud with Fluros, they don't give the right kind of light. they are find for vegging. there is no way it's been flowering for 3 months, my plants have more hairs than that 3 weeks in.
