I am no electrician. But alot of the times with cfls like that when the bulbs go bad they can get dim flicker or just go out. And they always will give you that slight buzzing noise. Just frome experience I would say it's ur bulb. I have never had a small CFL ballast like that take a shit on me...

One other thing I am going tp be doing different from my last thread is I am not Goin to be leaving the ties on. When I cropped last time I could see where the ribbon was really tight on the stalk. So every time I add a new tie I will be removing the one before it. Also I tied her down again...
