personally i wouldnt repot in flower unless its a last ditch effort...i know some people repot in flower and im sure some have no problems after doing it...but me personally just think thats way to much stress on a plant especially in that stage of its life cycle...over stress, alot of times...

if you can, go with a metal halide(mh) for vegging and High pressure sodium(hps) for flower...home depot and lowes both sell mh and hps bulbs, but im almost positive you wont find a ballast for them, but they might have a fixture for those specific bulbs with built in ballast...check this out...
