That's enough roots for a sucessful repot. Don't mess with your soil PH, ph the water/nutes going in, that's all you need to do. The soil is buffered. Also, I don't see the yellowing, leaves are always lighter when they first appear, then darken as the chlorophyll matures.

Depends on your states laws. My guess is you can cut any part of the plant on your property, but if you spray and it kills the plant the owner may have a legal action against you. Try asking if you can just cut it down and dig out the roots, since the sticking point seems to be the spraying...

It’s adequate, it’s 33 watts/sq ft. You shoot for between 30-40 watts sq/ft. 350 or 400 would be better, since you won’t have to run them at 100% all the time. But yes, it will work, mars says it’ll flower 3x3.

It's got a touch of too much N, but I doubt it's from the FFOF, more likely from the kelp and fish. It's not bad, looks like it got a blast of nutes a while ago, but it will be fine.

I don’t think it’s mites. Just let it ride, and keep an eye on the leaves. The seedling is pretty dark green, so at this point go easy on the nutes.

Looks good, particularly for a first grow. The only things I can think of would be if possibly bump up your temps into the 75-85 degree range and maybe lower the RH into the 40-50 range, if possible.
