You're going to probably want around 400w for a 4x4. About 100w per ft. I'd probably say 2 lights, 1 for each plant to use, and you can lower/raise them independently for each plant.
I have the normal ones but they work the same. If you only plan on transplanting once, then yeah you can use them immediately after transplanting into your fabric pot. They'll probably start drinking from it around 5 days after.
Fox farm is the name brand of the soil, they have multiple different types of soils for different uses. I use happy frog as my starting mix every time with not a single issue. I think your brain is stuck on Ocean Forest being too hot for seedlings.

Honestly I wouldn't worry about it. When my tent gets warmer it stops struggling to remove the humidity. When my tent makes it up to 69/70f it only takes my fan maybe 10 minutes to raise the vpd to 1.5.

I've got a 2x2.5 with a 4inch that turns full blast and barely keeps it below 50% humidity. But it's only when the temperature drops below 69/70f. I've kinda come to the conclusion that unless I raise the temperature I can't drop the rh anymore.
What do you use for drainage? I don't see perlite, unless you're using something else?
