Preventative my friend. He releases beneficials in the garden weekly. They'll come on the cuts already. I do the same thing in my garden and I inoculate every cut/seedling with Beauveria Bassiana. All preventive actions.

You can use it wet outdoors. I'd be scared to use it indoors you never know what got in the bag outside. All my transplants are always soaking wet because I pour boiling water on it before I use it. Just to be sure there's no pest in there.

Your plant's are definitely under thrips attack. I wouldn't worry too much about the light green tops as long as your feeding properly.
