I pulled just a couple of buds and inspected the entirety of each of them under an actual stereo microscope.

Alot of the "rock hard" nugs from the street have been vaccum seal packaged. You can vaccum seal any bud and turn fluff into rock hard tight nugs...they don't come off the tree like that. They create the effect.
