Yes. You are using the wrong type of lighting. You want a LED light not UV lights. And a 5 or 6 inch fan should do the trick. I can't really tell how big your space is but you're going to want a carbon filter and some ducting and a carbon filter fan also.

Start off from the beginning again dude. Germinate some new seeds and Get your self a decent LED light. A Mars Hydro TS 600 LED Grow Light should do the trick. You probably want to buy your self a little fan also. Start small and get better over time...
