Personally I water the soil to run off a day before I put my seedlings in and go about 1/2" deep. Then I add about a shot glass or so of water every 2nd or 3rd day. I like to let the soil get light so the roots grow out looking for moisture.

Where did you get them? Just curious. Anyway if they have not shown any signs of life at all. Could be one of three reasons. Dead seeds, very slow starters although after a whole week, maybe not. Lastly grower error. I would start some new ones.
