I've had bulbs blow and been without any light for a day or two in flower and the plants never missed a beat. I wouldn't turn the lights on at all the day of the outage and instead focus on keeping up the airflow and maintaining as good of an environment as possible

Ya like others said they look hungry. You can feed that low in Coco but you gotta up the frequency to make it work
