Plant size to bucket size, please? Are you lifting the pot to check for water content or just going on a 3 day watering cycle? Old growth will not show improvement, check that newer growth isn't having problems.
Depends on if you're skilled enough to assemble a light yourself. Self assembly will run you a $1 a watt. If your purchasing then it'll run $1.60-2.00 a watt.
If that's your budget on lighting, you'd be best served with a 1000 HPS for a 5x5. Your not going to get anything for a 5x5 that will due crap for $300.

It may be close but I can guess the outcome already. HGL plant will be twice the size of the HLG plant simply due to the stretch difference from the heavy red supplementation of the HGL. May both yield the same but the HGL plant will consume more area.
Depends on your limitations ,Do you want the max yield from your space restrictions or do you want most efficient use of your biggest cost in powering your lighting and environment controls ?
