Why don't you just put plants in each of the flower tents and let them flower until the end? This moving around to different tents seems complicated for no reason. What I would work toward, if I were you, is find 2, 3, or 4 really good phenos, and keep them in the veg tent. Cut clones off them...

Yes, that will be enough. It's the bare minimum, but it will definitely be enough for flowering. You'd be slightly better off with two 1000s, or three 600s, but, with the 600, you will have a little less heat to deal with. You want 50 watts per square foot, minimum, and that's what you have.
