No, I haven't talked to anyone at IDPH in a few weeks. I spent a whole week trying to get them on the phone last time I had a question. If I started calling today to ask about where I am in the process, I'd probably have the card in hand before I got anyone on the phone :(

No. Those are the raw output numbers averaged over time. We don't know if it's one person or a hundred doing the work. As I pointed out, I suspect the the number of people processing apps has increased over time, which would help account for the increased speed at which they're processing apps...
