If electricity is exspensive and your areas going to be small then I'd start with CFL , cheap as fuck to leave on , low heat and from what little experience I have it does the job :)

If you use CFL you can go within a few inch , not sure with t5's but I believe they can go relatively close , could be wrong .

It's my understanding cobs need to be relatively high from the top of the plant ... bear in mind your going to be looking at around 8" for plant pot say 18"for distance of light , seems tight , add extra height if possible . The other dimensions should be fine for 1 plant :)

I spent around £200 for everything to turn my cupboard into a little grow box . Could spend 1000's but start cheap , get the experience and upgrade no point spending silly money before you know what your doing :)
