It's not powdery mildew. PM shows up as fuzzy looking white spots. I've never seen this. Unless someone comes up with a definitive answer, you might just want to keep an eye on it for a few days to see if it worsens or spreads. If it's just one plant showing it, let it grow and see what happens.

Be careful with the alfalfa. It's quite hot and would be better if you could give it a few weeks to cook in with the rest of the soil, IMO.
