Hey mate, see you got the pictures working. Nice! The alternating of nodes indicates maturity so yeah the plants should be ready to flower soon. The white dots on the leaves looks to be spider mite damage i think, though i may be wrong so don't take my word for it.

I've heard a rule of thumb is a gallon for every month of life. Doesn't really matter i guess as they both come to about the same result anyway. 11 litres (3 gallons) seems to be the average and recommended size.

From what i understand a Carbon Filter is meant to scrub the air clean as it is sucked through it's body by some kind of fan. There is a fan, but isn't it mounted...

Fair enough, but imo it would be best to leave a plant inside throughout it's life cycle unless you are acclimatising it to outdoor conditions before it is eventualy planted out permanently outdoors. Like Jon said either outdoor or indoor.
