only 2 tops are rly burnt and curled up like that most of the plant looks alot better but all new growth is coming through with burnt tips but the whole plant is really dark green ( nitrogen toxicity right?)

Hi so ive been having some trouble with nute burn and nitrogen toxicity I tried to flush soil today and monitored ppms before and after managed to get them down from 1500 to 1300 with 4 litres of water in a 8L fabric pot but still seems very high any suggestions? any help greatly appreciated...
