Sounds like you are on the right track to growing a plant. I have done pretty much the same journey as you, started off with no knowledge and some seedlings under a 20w bulb, then went up to 50w, then 100+, slowly learning along the way, and now I am at 300w of light after six weeks of growing...

They will grow under 28w of light, but not very well, get more lights in there as soon as you can. About 70w - 100w should do for an ok veg I think, and 100w or more for flowering.

how close do you have your bulbs to your plants? you can put them as close as two inches if you haven't yet for more light penetration, that will help!
