I think these are thrips, at least they look like thrips with 5x magnifying glass. Do you guys think spraying my plant with neem oil is enough or should i use pesticides?

My water is about 6.0-6.5 but i added some Biohumus (6.5-7.5 PH) it was also raining lately so it might have affected PH. I only have 5x Magnifying glass, can't see too much. I spotted a few little black flies on my plant though. What's that bug? Thrips?

Hi my automatic outdoor plant is about 3 weeks and looks like some pest attacked it. Might also habe some deficiencies or low PH because of burn/color change on one of the leafs. Please help guys.
