For my little seedlings I have a 4" computer fan hooked to a variable voltage wall-wart so I can have it gently waft air across them and keep the heat from the CFLs from building up around them. When they first come up I flick them around with my finger to toughen up the stems. A strong wind that whips them around does that but when it's directed steady at them can dry them out causing wind burn. An oscillating fan is much better but try to find small ones.
You want air circulating around their space so direct a strong fan against the wall so it's not aimed right at the plants.
