Are they blurple lights?
We really need pictures.. a 9" plant could be just internode stacked so close its crazy town, or it could be some terrible shots going on..
We can't know without pictures what the answer is

It's genuinely surprising. Like , I've never seen it before for a 10 week plant to be so small.
It's not in bad condition, bit of burn from too much nutrients.
But you need some new lighting and make sure the environment is on point.
Somethings gone pear shaped but you can still come out of this with decent grow

I'd recommend replacing those lamps with something like this...(there's cheaper out there but I'm kind of partial to Samsung & Meanwell)

The makers of some LED lights greatly exaggerate their actual power, as you found out.
Your plants look fairly healthy, just small, which is due to the (lack of) light mostly I'd guess. You could move it much closer...Probably like within 10 inches from the top of your plant.
Keep an eye on the "deals" thread and you can pick up a decent light for $100...I just got this one under $100 on sale a month or so back. 300 actual watts, and this is perfect for like 1-2 plants
Or you can pick up older high intensity lighting, like HPS for next to nothing.

If it’s ten weeks old and not in flower, it’s not an auto! Remember also , with just the veg portion on, you’re light is only 50 watts, not 100.

BUT ….
After a good bowl sesh and a brew - I noticed your plants lack of lateral side growth. No side branching to speak of.
This is mostly from lighting. Whatever those Blurple lights are - they ain’t cutting it. If Dual Switch - BOTH should be on thru out grow ALWAYS.
It is ridiculously weak to run a Veg only channel or Bloom only color channel , as they are only a small portion of available power.
Most Blurple rigs exaggerate their operating power. That lack of good lighting is why grow is crawling.
Look at this as a learning experience.
I tried to desaturate / de-piss the purple color for a “ naturally “ lit photo of said plant - gave up.

He's doing something right. Put a decent light in his hands and he'll get nice results.
