yes they would, GWB's father had a personal hatred against Osama, it wasn't Osama's first time attacking the WTC, 9/11 was not their first strike, but enough people were pissed off enough to retaliate. GWB was just doing what his dad told him

It is possible it was orchestrated to amplify hatred towards al queda and other extremist parties. It was certainly a representation of pain and horror. It was a wake up call. But why would it take 10 years to find him and kill him? why are there so many reports of his death in 2002-2003? why do we get to see all of the other dead bodies and not Osama? the target?

Life is much stranger than we think. It would be very simple for a powerful government to carry out a conspiracy plan of attack on their own country, to gain support of voters and tax payers.
