I think I may have a defective ballast. This morning the light wasn't on. I unplugged it and plugged it back in. It started up but after 5 seconds it turned off. The ballast was still on though.

you should check the info on the bulb to see what the lumen is suppose to be at given distances, light intensity diminishes the farther away you get even 6 inches could be a big drop of lumen. Also does your reflector have a sheet of glass in front of it because this will also reduce lumen's

also with your ballast it might be a heat safety, it happened to me with my 150w hps plugged it in let it warm up was like oh forgot to put this back on so i unplugged it put the piece back on only took a couple seconds plugged it back in and wouldnt reignite, i let it cool for about 5 minutes plugged it back in and was back in business

I've been doing this a few years so I'm familiar with checking lumens. There is definitely something wrong with the ballast or some incompatibility with the bulb and ballast.

look on your ballast should say replace bulb with such and such type bulbs. heres an example granted mine is a magnetic ballast but a digital still should have a bulb typeIMG_20140617_123455.jpg

45k at 24 inches sounds about right, that 130000 lumens turns into 65000 at one foot as the light spreads, infact you may be overdriving the bulb.
Btw ditch the lumen meter and start replacing bulbs after flowering cycle, plants dont see light they use the radiation contained in the light ie PAR

True that they are not exactly the same, but as far as bulbs go they are considered the same.
They share the same problem of driving bulbs at high frequency, hence why came electronic/digital bulbs. If you had looked at the description for 1000w hort it even states it is be used with electronic/digital ballasts.

got a question the talk of lumens,.. I thought lumens are really not what the plant needs its the par.. just curious every company tells us lies to buy anyways..

It's not really that clear though, manufacturers will publish lumens with there product.
And this gives customers a idea about intensity of that light, you also need to take into account the spectrum of the light.

Lumen is a measurement of all the light , in the visible spectrum (390-700nm)
Par is a measurement of photosynthetic active radiation (400-700nm)

Also some lumen meters measure energy outside of the visible spectrum so not all are equal. Unfortunately par meters read green, yellow and orange light, so a reading from a par meter can be deceptive.

SO much craziness in lights. I bought the plasma and i get shit all the time about it. but I'm ready for my second one soon... its either that or the lec but not sure it will make the cut..
