My plant was switch to 12/12 on the 27th of last month, but it hasnt grown much in height ,maybe a couple of inches but still seems to be growing new growth and looks quite bushy , white pistils are visible. Its definitley getting 12 hours darkness with no light interruption other than the one day where it got 13 hours of light. What could cause this?

If there are definitely no light leaks, then she'll come into flower don't worry...

That sounds pretty normal to me. Never seen a plant what a day after the switch to 12/12, has magically buds :) It takes 10-15 days to get the first flowers.
So actually nothing wrong with your plants.

Every thing sounds fine, you're in preflower.

Make sure you are adjusting your feeding for the flowering stage. You want to up the Phosphorus.

After two weeks of preflower she will be in full flowering mode. Two weeks into full flowering you will see some serious growth.

by the end of the first week you should start to see small buds forming in the centers of the tops. Bear in mind some strains are slower than others though.

Hey sworth, you wait until week 2 to change to flowering nutes? Hydro or soil? I have always fed bloom on day 1 floowed by feed every four days doubling the amount every 2 weeks.. just wondering the reasoning behind your way cause I have never tried it.

I grow in both soil and hydro.
I stop veg nutes after two weeks flowering, because they stop stretching after two weeks. All that stretching they still need that higher Nitrogen amount that veg nutes supply...
All growth and no flower in the first two weeks; ergo, veg nutes ;)

I'm new so I just want to reaffirm that when you switch to 12/12 - it takes a transition period of 3-7 days to actually begin your flowering cycle.... So if the OP started his 12/12 cycle on the 27th - it didn't actually start till about the 1st of the month which is only 1 week in flower - Right? Lol..... Sorry, we are going into flower soon and I want to start my count down right. :)

No. There's a two week transition period before flowering.
Keep feeding veg nutes throughout
