In general, when can I expect to start to see the most changes beginning? The bud sites are pretty small now, plenty of white hairs at stem junctions and top.

Week 3-6 is when the buds change the most (grow bigger) and then the final weeks are when they gain the density and potency.

If a breeder says 8wk. Go 10-11.
If they say 9-11wk. Go 11-12.

Most of the time. Just get a loupe and watch your trichomes. The buds will tell you when they're ready. Be patient. It will be worth it.
