1.4m = 4.6 feet so 21 foot with what you picked out it would give you a ppfd of 465
Depends on what your target ppfd is.
If you did 16 cobs at 1.4A it would give you a ppfd of 800

No you would need 6 for a ppfd of about 970
the 1818 @2.1A would be 6 cobs would be 890 ppfd
Edit= 5 of the 1825 would be a ppfd of 808
