My main concern is which will yield better at this low watt range.
Option-1
140w led Mars Hydro "300w"
Option-2
All in one 150w HPS/MH hood

A gram per wat is a gram per watt. You get a better spectrum with led. And better heat control!
I like hps because I'm old school and hate new technology.
However I will be buying an led soon to try.

Allow me to muddy the waters with two much better options;

100-200W of COB LED, built with the help of the forum here, there are even kits available.

210-315W CMH lights, spectrum and output will be light years ahead of HPS, lamp replacement interval is much longer as well.

Either of these options will be vastly better than your original choices.

I dont currently run any LED, but I do know people running the exact same genetics as me and are using multiple purple china lights and they dont hold a candle to my HPS weight wise. Im sure dozens of other factors are going to be present but......
If you are going to go LED, build a 200W COB LED like @ttystikk mentioned and get your moneys worth.

I'm accumulating parts right now to build & see for myself.

Quite so. Meanwell HLG -185 - C700B with four CXB3590 3500K CD bin chips and 80 degree glass lenses. That's what I settled on. Times 51.

I have used LEDs I purchased off of ebay and they are excellent for vegging, but they are lacking in the flowering stage, you will be happy with your results, but you will get more with a HPS Bulb.
I have purchased 2x1K ballast and reflectors for my next run(Whenever That will Be) Im going to run the LEDs and MH for the veg and LEDS and HPS for the flowering. I know I can get alot more from the plants.
Mars Hydros are over rated and way over priced. And avoid any LEDS that are over 6 watt, they are junk.
Why not get a 600 or 400 watt HPS light/ballast combo?

It seems he isn't really looking for anything that powerful. I wouldn't dare touch 2k watts plus accessories. Too much for my little garden.

My tomato plants would burn up in that.

In theory the LED would be more efficient. Most hid lights put out a lot of green spectrum and plants don't use a lot of it where they use more blues and reds. Also less heat.

Thanks everybody for the replies but I'm on a budget of a 100$ at most on a light and only doing personal production. I'm leaning more towards that 300w cfl actually, it fits my budget while being a all-in-one light. Since its duel spectrum it should also increase resin production, rIght?

If you don't have the mogel base and reflector, add some extra $$ to the order... given it does not list its output, I would steer away from it... for less than 100..go with the 150 watt hps... http://www.amazon.com/gp/product/B00KM1EXXW/ref=ask_ql_qh_dp_hza
Thats exactly the one I was debating on for the HPS which on further thinking would be the best bet damn I hate not being able to make my mind up. Any recommendations on soil that will work till bloom then use supplemental nutrients. I am looking at maxibloom for the supplement.

Pick up the 300 watt for that budget and you can add some CFL later if you want

ttystikk has given you the best advice here in my experience.

cxb3590 / 3500k / MW driver, some pin heat sinks, ect. Some of the worlds best info on DIY LED is at your finger tips - with some very dedicated professionals. UFO is your poorest choice....
