Could I use a 250w mh or hps ballast for cmh.
The place I'm at I can't throw a new breaker in the box for this so that fly is of a decent size.
I am going to get the 150 watt HPS unless there is anything else yall would recommend at the price range I got.

yeah buy 2 x 100w drivers and 2 x 100w 3000k cob leds, and a big slab of metal to stick them on
Can be done for under $100 but you`ll have to do some work
200w induction tube lamps can be found cheap too
trouble with a hps is you`ll want height to deal with the heat and make the most of the lamp, but its a small grow you`ll only get 100 to 300g so who cares, lol
Oh there`s some vids on how to mod old crappy led lamps to use cobs maybe find a broken led unit and fix it up ?
I used to read some other forum about some broke guy in Hawaii that used to make his own led lights, from bits, his own boards and such, a few years back so it was under 1w per led
guy did some great grows and he was paying way under $100 to make his lights I mean he was making lights and growing buds, because he was broke as shit, think he was making lights for $30 or so and that`s 5 or 10 years ago

I doubt it, and the right ballast and 315W CMH bulb just isn't that spendy. It's a MUCH BETTER light than a 150 HPS, so much so that I believe your other best low budget choice should be 4' T5 florescent lights.
If you are beginning to think I'm down on single ended HPS, you are getting the picture. It's an obsolete technology and I think they need to GTFO of everyone's grows. Just like MH. The DE HPS lights are more efficient but they are much more expensive and are for much larger spaces with higher ceilings.

What I'll be doing for this grow, its going to be a sealed 2'x2'x4' tent with a C02 level of 1600ppm until 4th week of flower or until stretch is done then drop it down to 1000ppm for the rest of the grow. I like the idea of a more stealth build. So I'm thinking the HPS may heat it too much what would you expect the outcome of the tent temps?

No matter how big or small, a sealed space build means that you must actively remove heat. How do you plan to do that?

Well an hps in a small area is going to require cooling making your Co2 goals very hard to acheive If your budget restricted u might want to get a better light source. Better - cooler running, better spectrum (full), no need to replace bulbs every few grows, less power.
HPS produces 65% heat, 35% photons (light). 2x2x4 = 16 cubic feet. a sealed tent (sealed to get your Co2 to 1600ppm) will turn your tent into a easy bake oven - without A/C to keep it cool.

Co2 is not explosive or flammable.
16 cubic feet is very small and heat build up will be a problem. He wants a SEALED chamber to get his Co2 levels up. If spending more than $100 on lights is a problem, then an A/C unit might be out of the budgeted range for this project also ?
All im saying is BE SAFE

Skip the Co2 and provided with an air exchange capable of keeping things at a proper temp to provide plant growth would work. Seal it, you are asking for a problem - I have seen this problem more than once.

Could I not just go the LED route and do the c02 in a fully sealed tent? With c02 I can run temps to as high as 90 degree with out having to worry. I figure I could maintain a temperature below that with just a few 6" fans on the inside. I was wanting to stay away from having to do any ventilation, because I'm wanting to make this a silent closet grow.

Even with a COB LED panel or a china disco light, your gonna have fans for the heatsinks alone due to them getting hot. This heat expelled from the heatsinks is going accumulate in your sealed tent/room which will likely exceed 95*F. Your already going to be using fans on the inside for circulation.. There is going to be noise in the room/tent and you are going to need a fan or two within the grow or you will surely encounter environmental issues. They do have very quiet fans you can run inline with an air cooled HID light and still have an air tight room/tent for your co2.
