1st grow WhiteWidow, 4weeks in Flower, No buds?

Sup ya'll.
Want some input for what i may be doing wrong with my setup, as my buds dont appear to be developing as they should.

Some info about the setup:
400w HPS.
GeneralHydro 3part system nutes
5gal Bubbletub w/ drip top.
Daily PPM and PH testing using digital meters.
Room is AC'd, consistent 74-80F and seems to be 99.9% light blocked.
Here it is:




I started budding 12/12 on 4/13, 14inch clone (5.6ph and 800PPM)
Topped on 4/20 at 18inches tall (5.6ph and 800PPM)
Now its 5/4 (4 weeks into budding) and i'm still not seeing the development of flowers as expected (5.4ph and 1000PPM).



Ideas about what could be going wrong?

First mistake is topping after putting her on 12/12, she doesn't need that kind of stress once you flip the lights. That's not to say you can't do it, people always say you can cut clones 2 weeks into 12/12- but they say that because the clones don't have to revert to veg mode before starting on roots.. they don't say that because it helps the flowering process. Any topping for topping's sake should be done while vegging.

That being said, I've seen some sativa dominant plants go that long at the beginning of flowering without showing much, but not a white widow.. they're usually fast to flower. Course they may vary from breeder to breeder, I can only speak from what I've seen.

If it refuses to flower their is a high chance that it is getting too much N. Any issues there? Also are there any chems like superthrive laying around? Maybe something in that.

Only other nute i'm using is Grotek MonsterBloom (0-50-30) @ 1tps/3gal (low dosage, just enough to keep the P high enough to last thru the weekly water changes).

If you flipped on the 13th how could this be flowering for a month? Its only the 4th? Anyways, if you topped while in flowering, it could take a week or two before the "shock" has worn off and it can go back to a normal growing cycle.
