Colorado is like that too, course technically now you're not allowed to grow outdoors at all here (public display is a nono).
Back when you could tho, you'd find indoor hydro was usually pretty expensive and outdoor dirt was usually really cheap and tastes like soil. I had some hash plant from the Free MMJ dispensary in fort collins once that was absolutely amazing and was grown completely outdoors tho, so its not like its a trade-off for quality if you grow outside here, most people just don't give a crap.
