i don't feel like i can give you a definitive answer for this one 600w in a cab that small is more like a easy bake oven you are going to have to cut a hole in the ceiling to vent that hot air somewhere and at the very least a 8" hole for passive intake at the bottom

you can make it work idk about a smaller light maybe a bigger fan but give the one you have a try first

i suggest trying it before you start your grow to make sure the temp is stable

you say sealed hood as in theres a glass panel under the bulb kind of like a cooltube but with a reflector? i have one for my mini hps i didn't think they would make somthing like that for a 600 wouldn't it just be more practical to get a cooltube...

if thats the case you may have a shot those glass panels do a good job of keeping the heat contained i have a mini 150w and it runs cooler then my 250w cfl

Are you just cooling the hood with the 200 cfm fan in a closed loop? Do you have other fan/s for intake/exhaust in the tent? Or are you counting on the 200 cfm fan to work as your exhaust fan as well? Is it a REAL inline fan, and not just a duct booster?

I'm cooling a 600 in a cooltube with a 200 cfm fan but in a 4x4 tent. The real quesiton is what are your ambient temps. If the ambient is cool enough you can, but if you're in a warm or hot environment then I doubt it will be strong enough. Peace!!
