Look for the HPS switch. Horny Penis Switch.
Look carefully it could be a micro switch.

the bulb that will not light up is either damaged or a higher power than your ballast dude the bulb could be faulty if it was a ballast problem your other bulb would not work .hope you solve issue dude

Either the hps bulb is broken. Or its not the right bulb for the ballast. You can check the ballast by sticking your penis in the socket.
