2nd grow, need help with germinating

Hello again from Argentina grasslovers after my first grow, i started germinating again my caribbean skunk seeds. unexpectedly, this time the seeds are not germinating. i tried different methods, with cotton, wet paper towels, in all cases i dropped the seeds into a glass of water for hidration. the results, a fuck up.
the first time i did this, i wrapped the seeds in humid cotton inside a jar behind a glass window where there was sun all day. using this method i got 13 great ones i didnt drop those into a glass of water and obviously not in a dark room, practically left to their luck. seriously one day i saw the glass and found 8 germinated seeds.
truly i dont know what the fuck is wrong.
now that i follow germination's 411 and the best i get is one in ten starts germinating but never breaks out so its black very on the outside and if you crack it open it does have the white stuff inside, just cannot come out and they rot.

yo igual soy de argentina tengo 7 plantas bajo una 400 watts hps que compre en mercado libre ya tengo 3 hembras floreciendo de donde conseguistes las semillas de caribbean skunk ? yo saque semillas del paraguayo prensado y de 4 germinadas 3 hembra tuve mucha suerte

I dont know spanish but try the papertowel method again. It seems to work the best for difficult seeds. Put the plates with the seeds on your PC or TV or anywheret that the heat will help them germinate and make sure they stay wet. Next time you get a female do some cloning. Its the easiest way to keep your strains going and you know you have a female right from the start. Good Luck!
