Should I remove the mylar from around the light or leave it there ?.

As long as its not between the Light and the plant your ok
If you can rig up a reflector to put above the lights it will be better yet.
An aluminum pie pan will work fine.
Get all the Lumens you can on your Baby !!

Change your 2700k orange bulb to another blue bulb. Since you only have two lights, you should keep both vegging lights. If you add a third, then mix it.

You want to have a larger amount of your vegging spectrum.

Ok, I'll change it after work should it help it grow better I'll put my CFL blue 6400 back in

That's a decent looking little plant. You have plenty of light on it, make sure one of the bulbs is 5500-6500 K.

The only ones I have are 2x 6400 blue and 2x 6700 orange
