Controllers usually strain a motor more than help. It is designed to run at full capacity and playing with its voltage will hurt over time more than help. I usually keep my controllers above 80%. On fans, lighs ectYou need to bring fresh air in and usually the most cost effective way is a fan pulling the hot air out from the top port- leaving a bottom flaps open for passive air intake.
you can get a 4” inline fan for real cheap. If it has a controller on it you can turn it up or down depending on your needs.
it’s better to get a fan that has a little more power than you need. That way you can run it at a lower speed which will be more quiet and put less strain on the motor.
