I assume your looking for cfl's. You want 1 light per plant for the first 2 weeks, after that you'll need more, at least 3 per plant to get any good growth at all. You want the daylight 6500K cfl's during your veg stage.

If you must flower with cfl's get the biggest ones you can find...usually the 42W 2700K warm white cfl's. Plan on doubleing up on bulbs for flowering as the plants need alot of light to produce all it's sugars and oils and such. Make your grow space as reflective as possible, that means getting mylar, you can easily get that cheaply from chip bags, and from the shiny wrapping paper bought at stores...but the mylar on the rolls are the best.

its about a month old ive been using 1full spectrun bulb 1 grow lux and 1 of those energy saver florescent bulbs this ok i have a fan on them 2 the plant is tall and thin with only 8 leaves on it

Well you need to get more and better light. What i wrote is what you need. If your growing plants with those lights and they're really thin then you either...

A. have the wrong lights
B. lights are to far away from plants, should be at least 2" from plant tops, flouro's don't get very hot so they can be very close to plants.
