The oscillating fan will help to even temps throughout the enclosed cab or tent. If your not employing an intake fan, you have chosen passive ventilation. In this case I'd mount the 400cfm extraction fan as close to the hood as possible. You'll need a speed controller to fine tune the ambient temps and plant foliage temps. However every setup and the environment it's in will have a variance from grower to grower.
Is your ballast digital? Dimmable?
MH bulbs are hot but not as hot as HPS. If your dimmable, then run 300 or 400 in veg. This is where I'd find use for the fans speed controller. If your running at 600 with a HPS then I'd ditch the speed controller and just run the fan at full speed. A photo controller will turn the fan off when the lights go out and on when the lights return. Make sure to monitor your ground temp (soil temp) side walls for ambient temp, and finally the plant. Knowledge is power.
