4' flourescents for indoor grow

i was wondering if 2 4' flourescents will veg and flower or just veg, am i required to use a hps or mh. Please help what is the cheap way to handle this my plants are 5 weeks they need a light to flower them.

you can use cfl lights

how much would the cost be to buy enough clfs and ballast for the bulbs for 3 plants, they are purple deisel strain.

At least 100 watts per plant 6500k for veg and 2700k for budding

u can get the 26 watt bulbs get two for $10 at wall mart 100 watts per plant

You have to go by real wattage, the equivalents dont mean anything when it comes to growing.

I just found a light at meijer or wal mart, walmarts is a dollar cheaper for some reason. but yea i use 2 of those on 2 plants in a closet or corner, white walled areas work best, and lean the light against the wall at an angle. grows reeallly nice.
