450w cool white cfl ok for seedling and veg?

I am thinking about buying a 450w cool white cfl for seedling and veg..but I'm unsure weather it's going to be too much for the seedlings? I know it will be enough for veg but another thing I really need to know before I buy it is...if I run it all the way through veg on it's own( not as a supplemental light) and then switch to 600w hps in flower would I yield the same as I would if I used the hps through veg and bloom? It might sound a daft question to most but my thinking is the 600w is going to be used when it really matter s(When the plants are budding) I don't mind vegging longer if it means I don't have to go through the same problems as i have done running hps from seed.. I know how is too much for seedlings but didnt have any other light..and leaving them out in natural light made them stretch really bad!

If the 450w CFL is positioned the correct distance form the seedlings and the temperature/Humidity of the grow environment is ideal it should not be too much for the seedlings.I ran a grow where I subjected seedlings to a 600w HPS (It was inside a Air cooled hood), I saw no signs of stress and the end result was some monstrous plants after two month of vegging under it.I continued to use the same HPS through flowering and the results did not disappoint.I don't think the amount of light has much effect but rather the proximity to that of the seedling, that causes stretching and other problems (Heat can also play a primary role in problems that can occur by subjecting seedlings to powerful lights.). I can only talk from my own experience.

Cheers for info mate it's a big help! I had problems right from start putting my plants from seed under hps but it's first grow an still learning an it ended up being too close.. I've gone for the 125w dual spec cfl just to be on safe side.. gonna use that right from seedlings on this next grow I'm setting up and when they big enough il switch to hps..maybe get a aircooled hood
