Here you can see a 1000 watt bulb in a reflector using a 720 CFM inline fan and a carbon filter can have plants 1/8 of an inch from the glass without burning the plants.... the light is on a light mover that moves about 20 inches

Here you can see 16, 1000 watt bulbs being cooled in "cool tubes" using a a 2000cfm inline fan. :)

And the third picture is 16, 1000 watt bulbs being cooled in reflector hoods using a 2000cfm inline fan....

They all work great

I would go with the cool tube, but only if you use a gavita bulb to reduce light loss. In fact, gavita bulbs are good with air cooler setups to keep them as efficient as possible.

I'ld go with the reflector, I have a 600w air cooled reflector and the plants can touch it without burning (not that I try for that).

This is correct. However, the tube can be suspended vertically with no reflector for a 360 degree vertical grow. Also, tubes can be modded with a large batwing reflector (more $$$) for better light spread.
