600w is perfect for a 3x3 tent - I wouldn't add anymore light. Personally with 7 plants I would just LST them a bit or top them and then let them grow standard. Your tent will be packed regardless so without a scrog you'd end up with a 3x3 canopy with 6" colas and great airflow versus 3x3x3" colas with the scrog, worse airflow, and a harder time tending to plants.
SCROG is great when you need to have fewer plants cover a larger canopy area than they would naturally, so if you decided to run just 2 plants or 4 it would be great, but with 7 I just think it will get complicated.
Here is my 4x4 tent, of which about a foot is taken up by side lighting so more like a usable 3x4 tent.
Day I started 12/12 - 8 plants there of which two get removed. Notice that they aren't all that large when I start flowering, only 6"-12" of actual plant.

5 weeks into flower and the tent is already over crowded. If I had scrogged the same plants it would be even more crowded and I would lose most of the vertical space -
This type of canopy /\/\/\/\/\/\/\/\ offers much more surface area than this type ------------- and a 600w has enough penetrating power when covering a 3x3 area that you don't lost bud quality by having an uneven canopy - all parts of the canopy should receive enough light.
