Use CFLs, screw HPS or MH. If your going to do small plants, CFLs are able to provide more than enough light. With CFL's you you have more control over the placement of your lights, you can create a canopy of lighst and just flower way more smaller plants, you'll still get dense nugs and high quality if you do it properly. You would get more bud with HPS but, your initial setup will cost at least 3 X more than HPS, and you should be able to do it with less watts, saving you money in the long run.
TeaTree, sounds like you know your shit. I'm interested in what you were saying about the smaller watt CFL's being more efficient. I just find it hard to imagine. The amount of lumens they put out are greater per watt, or whatever, but don't you want that power so the light can actually immerse the plant. Personally I recomend to stay away from 23 watts and less, just because I find plants need to be within about 3 inches, or less. I'm not saying your wrong, just curious. Do you personally have lower watt bulbs?
