The LED has what looks like a diffuser, not sure if it blocks any wavelength, so I'd say go CFL

Cfl works fine ... EcoSmart 100w ( 5000k ) or Feint Electric ( 6400k ) - Home Depot
Will start early growth fine ..... on cups , or containers. It’s not harsh on the young growth and gets them started before moving to main grow light. Put them a few inches away .
A T5 single or double will work too ... like Sunblaster T5 with a Superveg bulb .
Super easy.
These are outfitted with UV but ship with 6500k bulbs ( perfect for starts )
Amazon ——— those UV bulbs are for flowering . And are for flowering / finishing.
Agromax sells many bulbs for this lamp.

Bought this for seedlings.........plan on adding my Cree 100 watt bulb after 5 days of fluorescent for another 5-7 days in addition to the 54 watts.........after this they enter the 4 x 4 tent.
gradual exposure to light is less shocking.
9 or 11 watt light will provide slow ass growth.

You think it would be a good idea to put the seedlings in the sun when its daytime and then use the light after sunset?
I live in Hamilton Ontario, so I'm not sure how good the sun would be with the clouds

Cfl if you need the heat, led if your area is warm/hot.
Pop the diffuser off the led bulb if you can.

Your window sill is not a good idea in the winter, where u are. I use a heated seedling mat under the seedling cup.

That lil bit of heat is great for rapid root growth,.
