700 LUMEN LED vs CFL?

I'm planning to have a single light in a small box to start all kind of plants (later would be 2 lights after my splitter arrives) before moving them outdoors

I'm stuck between two lights:
LED: 9W 115ma
CFL: 14W 233ma

which one would be better for seedlings?

Cfl works fine ... EcoSmart 100w ( 5000k ) or Feint Electric ( 6400k ) - Home Depot

Will start early growth fine ..... on cups , or containers. It’s not harsh on the young growth and gets them started before moving to main grow light. Put them a few inches away .

A T5 single or double will work too ... like Sunblaster T5 with a Superveg bulb .

These are outfitted with UV but ship with 6500k bulbs ( perfect for starts )
Amazon ——— those UV bulbs are for flowering . And are for flowering / finishing.

Agromax sells many bulbs for this lamp.

9 or 11 watt light will provide slow ass growth.

You think it would be a good idea to put the seedlings in the sun when its daytime and then use the light after sunset?
I live in Hamilton Ontario, so I'm not sure how good the sun would be with the clouds
