So far it appears that the actual operations started to take place in 2009.

On October 31, 2009, special agents working in the Phoenix office of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) received information from a local gun store about the recent purchases of multiple AK- 47 style rifles by four individuals. Agents began investigating the purchases and soon came to believe that the men were so-called “straw purchasers” involved in a large-scale gun trafficking organization responsible for buying guns for transport to violent Mexican drug trafficking organizations. This investigation was later named “Operation Fast and Furious.”1
 
The 2007 probe operated out of the same ATF office that more recently ran the flawed Operation Fast and Furious. Both probes resulted in weapons disappearing across the border into Mexico, according to the emails. The 2007 probe was relatively small — involving over 200 weapons, just a dozen of which ended up in Mexico as a result of gun-walking. Fast and Furious involved over 2,000 weapons, some 1,400 of which have not been recovered and an unknown number of which wound up in Mexico.

Earlier this month, it was disclosed that the gun-walking tactic didn't begin under Obama, but was also used in 2006 under his predecessor, George W. Bush. The probe, Operation Wide Receiver, was carried out by ATF's Tucson, Ariz., office and resulted in hundreds of guns being transferred to suspected arms traffickers.
 
I don't care what president started it, the fact government tried to use it to strengthen gun laws in the US is fucked up.
 
I think its fucked up the military was told not to help when they could have. I'm not a politician and I wouldn't want to be one if it meant I had to justify letting people die when it was preventable.

Seems some kind of rescue effort was launched. Not easy to get yourself a navy cross.

It is not unusual for certain awards not to be publicized, and details of the circumstances and actions that justified the award to be withheld. Per [Department of Defense] regulations, this information will not be released if it could potentially lead to a compromise of national security, or potentially create undue risk to the security and privacy of the awardee and his/her family.”

They probably only accepted it if they could return to active duty - another reasons for their identities to be withheld.

The AFRICOM commander at the time (Gen. Ham) didn't have direct control over assets assigned to joint special operations command JSOC. He only has control over assets from special operations command who are in his AO. JSOC became their own 3 start command back in '08 i believe and their orders come directly from National Security Council/SecDef and higher.
