A little help for a broke man?

Hey I am looking to basically just get 3 seedlings under a light where they can veg out and grow for a week, and then I can go plant em. I have virtually no space to work with, seeing as my roommate doesn't want me growing in the house. What is the ideal light for me to use in this situation? and do I need a fan in the setup? I don't have too much money to work with, but I won't skimp too much.
