A little over a week old blue dream seedling with orange spots on leaves starting to apear

I have had the plant under 24hours of light sense i germinated it and the day before this started happening i tried to increase light gain by adding foil for reflectors could this be a cause? also the seedling was stunted because of the seedling being stuck in the seed after sprouting above the dirt. I'm running a 60w 250w equivalent.
