My recommendations.
For flower use a mixed spectrum. I use a 3:1 ratio of 3000K (2700K is great) and 6500K 23W Cfl's. I also get my CFL's at the grocery store for cheaper than your link.
Using CFL's for flower, you'll want supplimental/side lighting since CFL's don't have much penetration power.

I really have to say, that unless you have a real heat issue, HPS is much better than CFL for Flower.

my 1st grow, 4.5 months ago yielded 40g(1,4oz) which I still smoke lol. I was vegging with 2 x25W cfls, after a month I saw that people get bigger plants in less than two weeks than I did in a month, so I added 2 additional 25watters. and later after few weeks I added two more. like last 6 weeks of flowering was done with 148W of total cfls. So it depends on what strain you got, how much it yields, how tall you let it grow and how much you want to harvest
edit: was vegging 60 days and flowering for 56. Now I would be able to veg the same size in 4 weeks.
