Add Nutes to Dry or Damp Pots?

So time for my weekly feeding, I have a dry window coming up for a few days,. Do I wait for my pots to be dry?, Or go ahead and juice them in a semi-damp pot? Instinct tells me to wait for dry soil, however I'm wondering if there's a possibility of low level shock or burn? Using a higher potassium, not heavy on the nitrogen, just wondering if anyone has thoughts on this? Thank you for your time and consideration.

I was always told to feed in damp soil. Could be wrong as I’m new. But I got that word from a couple experienced growers. Anybody feel free to correct me if I’m wrong.
